News Article:Teens locked up for life without a second chance
This is a tough question. At what age do you think people become responsible?

It began as joking ,with two teenage stepbrothers chasing each other with blow guns. The younger boy, Quantel Lotts,14,murdered his older stepbrother. He was age 17. Lotts went to jail without parole. But there is some reason about this case. After many years Lotts said ” my family locked me up and threw away the keys” Lotts now age 23. “they took away all hope for future”. His stepmother forgave him because he was so young, he should have a second chance.
On the other hand, some people believe that we should not give the second chance, maybe they are young but even so they are criminal. This is important for public safety. There are some people who are so dangerous that they can’t walk among us.
